Request for Proposal for HVAC Contractors;

Request for Proposal for Plumbing Contractors

Request for Proposal for Architectural Contractors; 

Sealed Bid for Refrigerators and Chest Freezers Vendors

For Weatherization Program

 

Tazwood Community Services, Inc. (TCSI) will be accepting Request for Proposals (RFPs) from qualified HVAC, Plumbing, Architectural Contractors, and Vendors of Refrigerators and/or Chest Freezers interested in participating in the Illinois Home Weatherization Assistance Program (IHWAP) period beginning October 1, 2025, through September 30, 2026. TCSI service area includes the counties of Tazewell, Woodford, McLean, Livingston, & Peoria. We anticipate weatherizing approximately 130-150 units in our region.

 

Mandatory Informational Meetings:

All interested parties must attend an informational meeting at Tazwood Community Services, Inc., 610 Park Ave., Pekin, IL 61554:

  • HVAC & Plumbing Contractors - August 13, 2025, at 8:30 A.M.

  • Architectural Contractors - August 14, 2025, at 8:30 A.M.

  • Refrigerators and/or Chest Freezers Vendors - August 15, 2025, at 8:30 A.M.

Attendance is mandatory for new applicants. Existing Contractors must notify TCSI of their intent to remain active by August 11, 2025, but are not required to attend unless otherwise notified.

To reserve a spot at the meeting, contact Caleb Marrett no later than 3:00 P.M. on August 11, 2025.

Late arrivals (more than five minutes late) without prior notice will not be allowed, and their proposal will not be considered.

 

Proposal Deadlines and Process:

  • Proposal Submission Deadline: August 25, 2025, by 3:00 P.M. (at TCSI office, Pekin)

  • Bid Opening: August 26, 2025, at 8:00 A.M. (TCSI office, Pekin)

  • Notification of Pre-Qualified Contractors: August 27, 2025 (by mail and/or email)

 

Negotiated Bid Meetings:

  • HVAC & Plumbing Contractors – September 3, 2025 at 8:30 A.M.

  • Architectural Contractors – September 4, 2025 at 8:30 A.M.

  • Refrigerator and/or Chest Freezer Vendors – September 5, 2025, at 8:30 A.M.

 

TCSI reserves the right to reject any or all proposals, or to accept any proposal or part of a proposal which in its judgment will be in the best interest of the program and/or agency.
