About Us
As a community action agency, TCSI provides resources, guidance, and assistance to individuals and families navigating their way through economic hardships. We served Tazewell and Woodford counties through the Community Service Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP), and the Illinois Home Weatherization Assistance Program (IHWAP). Since its founding in 1993, our agency has expanded to serve McLean, Livingston, and Peoria counties as well, making us the second largest community action agency in the state of Illinios.
Timeline
1981 -
Congress creates the Low-Income Home Energy Assistance program (LIHEAP) to assist individuals with their gas and electric bills. The Human Services Division of the Tri-County Regional Planning Commission is awarded federal funding to operate LIHEAP in Tazewell and Woodford Counties.
The Human Services Division receives approval from the Illinois Department of Commerce and Community Affairs (now known as the Illinois Department of Commerce and Economic Opportunity) to administer the Community Services Block Grant (CSBG) for Tazewell and Woodford Counties.

1993 -
The Human Services Division separates from the Tri-County Regional Planning Commission and establishes Tazwood Community Services, Inc., (TCSI) which continues providing services for LIHEAP, CSBG, and the Illinois Home Weatherization Assistance Program (IHWAP).
TCSI became the permanent provider of IHWAP and the emergency provider of LIHEAP for McLean and Livingston counties. To better serve its expanded population and service area, TCSI established a second office in Bloomington, Illinois. The following year, TCSI officially acquired the grant, becoming the seventh-largest community action agency in the state.

2025 -
TCSI became the permanent provider of IHWAP and the emergency provider of CSBG and LIHEAP for Peoria County. To better serve its newly expanded population and service area, TCSI established a third office in Peoria, Illinois. In the spring of 2026, TCSI officially acquired the CSBG and LIHEAP grants, further expanding its role in the community. Today, TCSI is the second-largest Community Action Agency in the State of Illinois, with a service area spanning five counties and a combined population of more than 500,000, according to the 2025 U.S. Census.
