Low Income Household Water Assistance Program (LIHWAP)

The Low Income Household Water Assistance Program (LIHWAP) was announced in 2021 to assist low income families with their water and sewer bills. Applications for this program will be accepted until September 30, 2023, or until funding is exhausted.


Bills must be in the name of someone in the household.


Prior to July 1, 2022, eligible households could receive up to $1,500.00 for water and sewer/wastewater, depending on the amount owed.

After July 1, 2022, households that received help through the program previously will be eligible for additional assistance. Eligible households who apply after July 1st will receive either the amount necessary to cover the current amount owed (not to exceed $1,500.00) or they will receive a benefit amount based on a benefit matrix, determined by the household’s income.

Eligible households who apply after July 1, 2022, will also have an application for LIHEAP submitted when the next program year opens (estimated to be around September 1, 2022). In order to do this, we will ask for copies of the gas and electric bills along with the other requested documentation at the time of your application.

Please contact our office to schedule an appointment. For the appointment, you will need to bring:

  • Driver's License or State ID

  • Social Security Cards for all persons living in your home

  • Most recent water and/or wastewater bill

  • Most recent gas/propane and electric bill

  • Proof of any and all income for the past 30 days (SSA, SSI, wages, unemployment, pension, alimony, child support, TANF/AABD, etc.

 

Other documentation may be requested at the time of the application and 15 days will be allotted to return the information to complete the application.

Customers can apply at either the Pekin or Bloomington office. Applications will be conducted in-person, by mail, and remotely, making the program accessible to more households.
