Illinois Home Weatherization Assistance Program (IHWAP)

The Illinois Home Weatherization Assistance Program is designed to help income eligible customers save energy by maximizing the energy efficiency on their home. This is accomplished by using Local Area Contractors to complete work on the customer's home at no cost to them. Contractors interested in performing work on homes should contact our office for further information.

Areas of the home that weatherization focuses on include: properly running and efficient heat source, attic and sidewall insulation, and air sealing measures as identified through blower door testing on the home.

How do I receive IHWAP Assistance?

Weatherization is a program that runs year round. Customer's interested in receiving weatherization are required to complete a pre-application for placement on the waiting list. The link to complete a pre-application is here or customer's can contact one of our offices:  https://dceo.illinois.gov/communityservices/homeweatherization/apply-online.html. When the Agency needs more customer's for Weatherization, we will utilize this waiting list to contact contractors. We will never use a third party to contact you. If you are ever concerned on the validity of an inquiry, please call any of our office locations.

Am I Eligible?

IHWAP is designed to reduce the energy burden for the customer by maximizing the energy efficiency of their home. As the administrator of the weatherization program, all income eligible households are eligible to be placed on the waiting list. The 30-day gross income guidelines are as follows:

What Do I Need?

When your name comes up on the waiting list

 

  • Driver's License or State ID

  • Social Security Cards for ALL persons living in your home (Missing a card? Learn how to apply for a new social security card here.)​​

  • Most recent gas/propane and electric bill

  • Proof of any and all income for the past 30 days (SSA, SSI, wages, unemployment, pension, alimony, TANF/AABD, etc.)

    • Those receiving benefits through DHS, please have your DHS Benefits Determination Letter readily available to provide if requested. 

  • Proof of Home Ownership (current mortgage statement, deed registered with the county and signed before a public notary, or title to the mobile home)

    • If you are ​renter, you are still eligible for weatherization with your landlord's consent. 

    • Landlord's will be required to complete paperwork for the application when teh customer comes up on the waiting list. 

    • There is not currently any cost to a landlord for weatherization to be completed on their tenant eligible dwelling, however in the past landlords have been required to pay for a portion of the work. Landlord's should keep this in mind, and if payment is a requirement within the grant when your tenant is eligible for weatherization, you can always decline at that time if you are no longer interested.

Other documentation may be requested at the time of the application and 15 days will be allotted to return the information to complete the application.​​

Please Note

Weatherization does not have any emergency criteria that expedites the ability for a customer to receive assistance sooner. In addition, it is important to know that weatherization is for energy efficiency measures and is not a housing rehabilitation program. Homes that are structurally unsafe or have conditions within the home deemed unsanitary may be deferred from weatherization. This program also does not regularly complete any door, window, or roof replacement.
